• The Food, Agriculture, Conservation and trade Act of 1990
became public law on 7/6/1990
o This farm bill further developed conservation programs
set forth in the 1985 Farm Bill and increased planting
flexibility.
• FAPRI-MU begins a collaborative effort with the Agricultural
and Food Policy Center (AFPC) at Texas A&M University to
explore regionalized and farm level impacts of agricultural
policy via the Representative Farms project
• The Clean Air Act of 1990 provides authority for the EPA to
limit emissions

• FAPRI provides analysis related to the Uruguay Round for
the General Agreement on Tariffs and Trade (GATT)
• In 1994 FAPRI-MU begins working with JIRCAS in Japan on
international model development. Dr. Jun Furuya continues
to provide a valuable linkage between FAPRI-MU and
JIRCAS
• In 1995 the World Trade Organization (WTO) was created
• FAPRI-MU provides analysis for the 1996 Farm Bill

• The Federal Agriculture Improvement and Reform Act of
1996 became public law on 4/4/1996
o This Farm Bill eliminated annual set-aside programs,
introduced production flexibility contracts and
consolidated milk marketing orders

1997

• The FAPRI-Ireland Partnership began with FAPRI-MU,
Teagasc and five Irish Universities
• FAPRI-MU receives initial funding from the EPA to begin
environmental policy research

1998

• The State of Missouri provides funding to FAPRI-MU for
representative panel farms within the state and continues
funding for 3 years. FAPRI-MU continues to maintain 38
panel farms within Missouri

2001-02

• FAPRI-MU analyzes the 2002 Farm Bill
• The Farm Security and Rural Investment Act of 2002
became public law on 5/13/2002
o This Farm Bill provides a 6 year timeframe and includes
a new counter-cyclical payment (CCP) program and Milk
Income Loss Contract (MILC) programs. Soybeans are
added as a program crop.
o FAPRI-MU provides meetings and teleconferences
around the state of Missouri and develops a software
tool to assist producers in decisions related to updating
crop base acres and historic yields
o FAPRI-MU utilizes a deterministic and stochastic (500
possible outcomes) approach to analyzing the impacts
of the 2002 Farm Bill

• FAPRI-MU analyzes the impact of CAP Reform in the
European Union
• FAPRI-MU analyzes river transportation and river flow
issues
• By 2005, FAPRI-MU begins to analyze the impact on
ethanol production of the Energy Policy Act
• Hurricanes Rita and Katrina contribute to rapid increases in
fuel and fertilizer prices and FAPRI-MU further enhances
cost of production estimates to further analyze potential
energy impacts on agricultural input costs

• Biofuel and energy policy analysis at the federal and state
level are a major focus of FAPRI-MU analysis during 2007
and 2008
• Analysis related to the 2008 Farm Bill engage FAPRI-MU
economists from early 2007 until final bill passage in June
2008
• The Food, Conservation, and Energy Act of 2008 became
public law on 6/18/2008
o This Farm Bill introduces the Average Crop Revenue
Election (ACRE) program, contains 15 titles, and further
defines and limits payments.

• FAPRI-MU develops one of the first risk based decision
support tools to assist producers in determining the
potential payments under the ACRE program and provides
meetings for producers around the state of Missouri
• FAPRI-MU continues to analyze biofuel policy impacts
• Climate change legislation becomes a focus of FAPRI-MU
analysis
• FAPRI-MU celebrates 25 years of providing objective policy
analysis
